I have tested unspecced Tornado, and it seems to have 5 seconds duration.
I then went to the node that makes Tornado attach to the character. This requires to path through increased duration and double tornado nodes.
I then tested the skill, and it still has 5 seconds duration, in spite of having 3/4 duration nodes taken (for a supposed 75% increase).
