The Paladin passive “Shield Wall” supposedly gives 100% less dodge rating (and the alt info text suggests that with 4 points you cannot dodge any attacks).
As you can see in the attached screenshot, I still have 30 dodge rating (2%). I have a roll of 25 dodge on my rare chest piece, and 100% increase from the “Riverbend Grasp” unique gloves - both appear to be contributing to my dodge rating.
