Does elemental protection (flat, not %) increase all elemental resistances that are not void by an evenly spit amount or all by the flat amount shown on armor?
It protects a flat amount of damage. The reason it is shown as a percentage on the character sheet is because it is basing it on your total life. All of the protection stats work this way actually:) Unless an item specifically says “reduced damage by 10%” for example.
