Pale blood tooltip says Missing mana restored +10 per point and cooldown duration +10% per point however the cooldown part does not work at all. Base cooldown is 4 seconds and even with 3 points in pale blood transplant still has 4 second cooldown.
Also if you take 3 points Flesh marquis and respec out of it it will lower you cooldown down to 4.4 seconds instead of the 4 seconds that is the base until you relog.
