Title - after patch, had it occur with following skills:
Devouring orb 11 to 12
Shield throw 13 to 14

This is a known issue with pre-existing characters due to the changes we’ve made to skill XP. You currently have more points than the number of levels-- once you level up a few times it will work as normal.
