Ucenui’s Sphere doesnt proc water orbs, at all. Even had attunement and intelligence equal and still nothing.
I presume you’re hitting rares/bosses?

I tested Ucenui Sphere and it was working correctly. Water Orbs are a projectile that gets cast from the player-- it’s possible that you just aren’t seeing them. If you’re able to upload a video clip of you fighting Rare and Boss enemies I could confirm.
