atleast the tooltip does not say i get ignite chance when i use a lightning skill with this passive.

It appears that Mirror Breath is causing Dragon Breath’s effect to stop working. However, Dragon Breath itself is working, but does not display in the character sheet.
These buffs apply only to skills with cold, lightning or fire tags. The character sheet mainly has spaces for generic stats.
Generic Ignite Chance that you get from an item will show in the character sheet because it applies to all skills, while the buff you’re mentioning here does not.
We do realize this limitation makes build crafting more difficult, and would like to display more stats in the future but there are both design and code challenges to overcome.
