I tried the singed shield talent in the rebuke line. I was unable to ignite a single enemy in an hour of game play after having 3/5 points in it. It appears to be broken/bugged.
To confirm ignite wasn’t bugged I got a 8% ignite chance neck and was still able to ignite with my auto attack.
