Mana Efficiency on Amulet bugged?

Detailed description: I have an amulet with 11% mana efficiency. My Volcanic Orb costs 64 mana to cast. I notice no difference with and without 11% mana efficiency. I also looked at my mana bar and it dropped from 212 to 149 with and without 11% mana efficiency. is this bugged or am I missing something?

Has any of you tried this stats? I don’t think it works. :frowning:

I just tried Mana Efficiency on my Entangling Root Shaman. Nope. It does not decrease mana cost. :frowning:
