[LICH] Reaper Form Skill Node: Reaper's Ascendance giving less stacks than skill is intended to

Hello,

I have noticed that I am not receiving the correct amount of stacks of Reaper’s Ascendance. I have 4 points in the skill node and should be receiving 4% per stack and max out at 25 stacks for a grand total of 100% increased spell damage. A video link to google drive shows this. The recording shows that I only receive 24% (6 stacks) and then stop gaining more, yet I will still be Reaper Form for quite some time and my uptime is even greater while in combat.
