I thought it was like if I recover 10% health, and Primal is max level, my minions should recover 30 health. Using a potion at full health though seems to recover the minions…
Edit - it could be that a potion heals me even though I am at full health, so the passive is activated. It also would mean that the higher my life, the worse it would be.
