I have a similar graphical issue with just a single graphic not loading. I entered the Lower District and got a neon-green unloaded texture. I have turned down some of my graphics due to the lighting-artifact issue I have been having (which seems to have helped, but still testing). Once I left the area and re-entered, the graphic loaded. It is the cracked, revealed earthen-floor graphic.
