As shown in my video the game loads normally albeit in a smaller window which i assume is normal. The cursor flickers and I cant actually click on anything inside the screen. The buttons do show mouse over animations but I am still unable to click them. It is run as administrator and all my drivers are up to date.
I have a very similar problem. My cursor also scrolls down toward the bottom of the screen automatically, but flickers very similarly and I cannot select any field or button with my mouse clicks.
My issue was fixed by simply uninstalling and reinstalling a few times and then forcing a windows update check. Your issue sounds very similar to some of the other guys that had external controllers plugged in that were over riding the cursor. I would say as a first step make sure you dont have any external control devices plugged in other than your mouse and keyboard.
