Skills are still available to cast after respeccing out of a class if the skill is kept within the specialization bar.
For example, I can put 10 points into shaman, specialize Tornado, unspec 10 point and I can still cast/level Tornado as long as it remains in my skill bar/specialization slot. Free buffs!
