The “value trippled if you have 200 maximum mana” element of the passive does not change with points added.

So it means value is tripled at 200 mana no matter how many points you invest in passive.
I think without tooltip it can be less confusion.

Yes. Generally, any numbers in blue in passives are the ones that scale with points added, so I personally think the “does not scale with points added” is a bit redundant.
