Hi,
When I was logged in today, my abilities vanished off my hotbar after returning to town, and I was unable to reassign them or chat until I logged back out. When I logged back in, I was able to chat for a few seconds, then all of a sudden I was unable to chat again. What gives?

Unfortunately, chat has not been working reliably for all users lately. That should be entirely separate from the other issues you described.
Were the other issues resolved by relogging? If not, please post your log file so we can look into this.
